Student COE and Visa for Japan: Complete Process
A verified, step-by-step guide for international students—from university admission and financial evidence to the Certificate of Eligibility, Bangladesh visa application, landing permission and residence registration.

COE, visa and residence status are different
Certificate of Eligibility
Issued by a regional immigration authority in Japan after advance examination of the planned Student activity. The school usually applies as your proxy.
Student visa
Issued outside Japan under the Ministry of Foreign Affairs system. It is a requirement for seeking entry, not permission to live in Japan by itself.
Student status of residence
Granted through landing permission at the port of entry. Your permitted activities and period of stay are shown on your residence card.
The complete ten-step process
- Receive formal admission. Confirm your school, course, intake, tuition schedule and COE document deadline.
- Submit the school’s COE package. Provide passport data, academic history, study purpose and financial-support evidence in the format requested by the institution.
- The school applies in Japan. In most cases the accepting school acts as proxy and submits to the relevant regional Immigration Services Bureau.
- Respond to additional requests. Immigration may ask the school for clarification or more evidence. Reply quickly and consistently.
- Receive the COE. A paper copy or electronic COE can be used; since March 2023, the electronic document/email or a printed copy can be presented for visa and landing procedures.
- Book the Bangladesh visa appointment. Since 3 November 2024, applications are facilitated through VFS Global rather than submitted directly by ordinary applicants to the Embassy.
- Submit the visa application. Bring the current VFS/Embassy checklist, passport, form, photographs, COE, admission and supporting documents.
- Collect the visa and check it. Verify your name, passport number, visa category and validity before arranging final travel.
- Travel and undergo landing examination. Carry your passport, visa, COE and admission/contact evidence in hand luggage.
- Complete arrival registration. Receive or later obtain the residence card, register your address within 14 days of deciding where you live, and complete school/municipal procedures.
Stage 1: Build a COE-ready evidence file
The accepting institution controls its own checklist. Typical areas include:
- Valid passport copy and identity information.
- Admission or expected-admission information and course schedule.
- Complete academic history, certificates and any explanation of gaps.
- Purpose of study and why the course logically follows your background.
- Proof of ability to pay tuition and living expenses: savings, income/tax records and sponsor evidence as requested.
- Sponsor relationship documents and a clear, credible source of funds.
- Japanese or English ability evidence where relevant to the course.
COE quality-control audit

A COE is normally valid for three months. Use the dates and instructions shown on your issued document and coordinate travel timing with the school.
Stage 2: Bangladesh student-visa application
The Embassy warns that appointments can take more than a month during the busy student periods of mid-March to early June and mid-September to late October. Reserve early. Where the application is complete and straightforward, the earliest standard processing period is seven working days from submission to VFS; incomplete or complex cases can take much longer, including several months.
Core Bangladesh study-visa documents
- Valid passport and old passport(s), if any.
- Visa application form.
- Two recent photographs; the Embassy’s current required-documents page specifies 3.5 × 4.5 cm, taken within six months.
- Original academic certificates from SSC to the highest degree, plus listed admit cards/testimonials as applicable.
- Acceptance letter from the school in Japan.
- Certificate of Eligibility.
- Reason to study in Japan.
- Any additional financial, tuition-payment, sponsor or institution documents requested by VFS or the Embassy.
Visa fees are currently free for Bangladeshi nationals, but VFS charges a service fee. Requirements can change, and an embassy may request further documents. Use the live VFS checklist for the final submission—not a saved social-media post or an agent’s old list.
Stage 3: Entry and the residence card
Carry essential documents in hand luggage: passport, student visa, COE or electronic copy, admission letter, Japanese address/contact information, school emergency number and important financial records.

- Register your residential address at the municipal office within 14 days after deciding the address.
- Carry the residence card at all times, as required for mid- to long-term residents.
- Complete National Health Insurance and other municipal procedures applicable to you.
- Keep the My Number notification sent after resident registration safe.
- Tell the school immediately if your address, contact details or immigration situation changes.
Part-time work is a separate permission
Ask the school whether and where to apply. Work must never replace the primary purpose of study or breach the conditions written on your residence card and permission.
Common delay and refusal risks
- Different spellings, dates or academic histories across school, COE and visa forms.
- Unexplained education or employment gaps.
- Large recent deposits without a credible source.
- A sponsor whose documented income cannot support the stated budget.
- A copied study plan unrelated to the course.
- False, altered or unverifiable documents.
- Missing originals, signatures, photographs or translations.
- Late VFS appointment booking during peak student seasons.

Before flying
Check visa validity, COE timing, school arrival instructions, housing, insurance and documents in hand luggage.
First 14 days
Address registration, residence-card handling, insurance, My Number, school enrollment and part-time permission if needed.
