Current-source note
The ISA Permanent Residence guideline used by this planner was revised on 24 February 2026. For Permanent Residence applications filed by 30 September 2026, the pre-revision fee remains applicable even if permission is granted on or after 1 October 2026. For applications filed on or after 1 October 2026, the revised Permanent Residence permission fee is ¥200,000 when permission is granted. The ISA also provides limited reduction or exemption measures in specified cases. Recheck the current fee, reduction rules and payment method when you apply. These are administrative facts, not eligibility signals. See the current ISA fee revision notice.

The current ISA guideline describes a general principle of 10 years of continuous residence, including at least 5 years under a qualifying work or residential status. Technical Intern Training and Specified Skilled Worker (i) are excluded from that 5-year work-status portion.
The current ISA guideline describes an exception for spouses of Japanese nationals, Permanent Residents or Special Permanent Residents, including a genuine marriage of at least 3 years and at least 1 year of continuous residence in Japan. For qualifying biological children, the guideline describes at least 1 year of continuous residence in Japan.
The current ISA guideline describes a 5-year continuous-residence exception for people residing with Long-Term Resident status.
The current ISA guideline includes a 5-year route after recognition for recognized refugees and people recognized for complementary protection, with separate wording for third-country resettlement cases.
The current ISA guideline describes a 3-year route for people who meet the 70-point highly skilled framework and the relevant reference-date conditions.
The current ISA guideline describes a 1-year route for people who meet the 80-point highly skilled framework and the relevant reference-date conditions.
