MEXT Scholarship for Graduate Study in Japan
A practical FY2027 guide for Master’s, PhD and research-student applicants. Compare Embassy Recommendation and University Recommendation, build the correct evidence file, prepare for screening and avoid the most common route mistakes.
Start with the route
Two routes, different gatekeepers
Embassy Recommendation
You apply through the Japanese diplomatic mission in your country. In Bangladesh, the Embassy directs applications to the Ministry of Education, Bangladesh. The first screening includes documents, Japanese and English tests, and an interview. Only after passing the first screening do you request provisional acceptance from Japanese universities.
Best for: applicants who can prepare a national-level application before securing a university placement.
University Recommendation
A Japanese university selects candidates and recommends them to MEXT. Not every university has a recommendation quota, and requirements vary by university, program and quota type. The university’s own call, eligibility rules and internal deadline control the process.
Best for: applicants who have found a participating program, partnership or supervisor route with a confirmed MEXT recommendation opportunity.
FY2027 eligibility
Check the hard conditions before writing
Nationality and age
Applicants must hold nationality of a country with diplomatic relations with Japan. For FY2027, applicants generally must have been born on or after 2 April 1992. The official guidelines define only limited exceptions.
Academic background
Applicants must meet the admission conditions for the intended Japanese graduate course. A Master’s or first-stage doctoral route normally requires 16 years of education or an eligible bachelor-equivalent degree. Doctoral conditions depend on the prior degree and field.
Field continuity
The proposed field should be the field studied at university or a related field that can be researched at a Japanese graduate school. The link between previous study, current capability and the new plan must be defensible.
Language and adaptation
Applicants must be willing to learn Japanese, understand Japan and show the ability to conduct research and adapt to life in Japan. Language evidence should match the program and supervisor’s working language.
Health and arrival
The prescribed medical certificate is required. FY2027 applicants choose an April or September/October arrival route, and the choice is generally not changed after submission.
Degree intention
The Research Students category includes regular graduate students and non-regular research students, but applicants must intend to obtain a degree in Japan. A non-degree plan with no degree progression is not eligible.
What the scholarship covers
Benefits are strong, but arrival still needs cash planning

Embassy Recommendation timeline
The FY2027 sequence
Call and application
Calls opened around mid-April 2026. Each diplomatic mission set its own deadline and local submission method.
First screening
Approximately early May to late July 2026. The process included document review, Japanese and English written tests, and an interview.
Provisional acceptance requests
First-screening passers could contact universities until 1 September 2026, Japan time. Universities often need about one month to issue a letter.
Placement preference submission
The final preference form and university responses were submitted to the diplomatic mission around mid-September to early October, following the local deadline.
Second screening and placement
MEXT handled second screening and university placement from November 2026.
Final result and arrival
Results were scheduled from January to early March 2027. Arrival is in April or September/October 2027, according to the approved route.

Submit when applicable
- Thesis or paper abstracts
- Japanese or English proficiency certificate issued within the allowed period
- Recommendation from the current employer
- Fine-arts work photographs or musical-performance media
Language rule: Documents must be in Japanese or English. Attach a Japanese or English translation when the original is in another language. Follow the exact original-and-copy count, document numbering and certification rules in the current call. Submitted originals are not returned, so do not send an irreplaceable degree document when an authorized attested copy is accepted.
Research plan and screening
Selection is a consistency test
Academic evidence
Transcripts must show the applied grade scale and grades for all subjects. A degree certificate or final ranking does not replace a transcript.
Research plan
The Field of Study and Research Plan should explain past and present study, the research theme, the question, method, feasibility and expected value. It is a major reference for university placement.
Language tests
Embassy-route research applicants take both Japanese and English unless the diplomatic mission confirms an allowed exception. The Japanese result can also inform preparatory-language placement.
Interview
Be ready to explain why Japan, why this research, what university information you have gathered, how you will communicate with an advisor, and how the work connects Japan and your home country.
Document consistency
Dates, degree names, grades, research topics, language scores and employment details must match across every form, certificate, CV, recommendation and interview answer.
Ethics
Copied plans, invented achievements and purchased recommendation letters can end the application. Use assistance for editing and checking, but keep every claim truthful and interview-ready.
After the first screening
Provisional acceptance has strict contact limits
- Request provisional acceptance only after receiving the First Screening Passing Certificate.
- List up to three universities on the Placement Preference Application Form.
- Obtain no more than two provisional acceptance letters.
- Contact no more than two universities at the same time. If one rejects the request, a new university may be contacted within the deadline.
- Contact the university’s international student affairs division first, not the preferred professor, unless the university instructs otherwise.
- Send the passing certificate and the diplomatic-mission-stamped application documents requested by the university.
- Do not send the Placement Preference Application Form to universities.
- Do not list a university, supervisor or department that declined the request.
Bangladesh applicant workflow
Prepare early, submit only through the announced channel
Monitor two official pages
Check the Embassy of Japan in Bangladesh and the Ministry of Education, Bangladesh. The Embassy states that Bangladesh embassy-route applications go to the Ministry of Education.
Build the academic evidence room
Collect transcripts, degree or prospective-graduation documents, certified copies, translations, recommendations, thesis abstracts and language evidence before the call.
Develop a placement-ready research plan
Shortlist Japanese graduate schools and researchers, but follow the official first-screening sequence before requesting provisional acceptance.
Practice both written tests
Use official sample questions for Japanese and English. Do not assume English-medium education automatically removes a local test.
Prepare the interview story
Connect your Bangladesh context, academic evidence, research question, Japan fit, feasible method and post-study contribution in clear language.
University Recommendation
Questions to ask before investing time
- Does this university have an active MEXT University Recommendation quota for research students?
- Is the opportunity general, special-program, exchange-agreement or internally nominated?
- Can outside applicants apply, or only current partner-university students?
- Must admission, supervisor consent or a laboratory match be completed first?
- Which academic-performance calculation and language evidence does the university use?
- What is the internal deadline, arrival term and scholarship period?
- Can the same person apply simultaneously through another MEXT route? Never assume yes.
Use the university’s international office and published call as the authority. A professor’s interest alone is not proof that a recommendation quota exists.
Risk control
Stop when you see these red flags
- A person guarantees MEXT selection, placement or a provisional acceptance letter for payment.
- An agency asks you to submit directly to MEXT for the Embassy Recommendation route.
- A form set belongs to an old fiscal year.
- A university route is promoted without a published quota, internal call or international-office confirmation.
- A research plan contains claims, data or references you cannot explain in an interview.
- An applicant contacts more universities than the current provisional-acceptance rule allows.
